Michigan Section ASCE – Scholarships

The Michigan Section of the American Society of Civil Engineers is pleased to announce we will again be awarding 2 scholarships for the 2012-2013 academic year.

The Mackinac Scholarship in the amount of $10,000 is awarded to a Civil Engineering student entering their junior year ($5,000 for 2 years). The Zuidema Scholarship in the amount of $1,500 is awarded to a junior or senior student member of ASCE.

Safety Director/Risk Manager Engineer

Position:       Safety Director – OCIP (FLSA – Non-Exempt)

Reports to:     Safety Director/Risk Manager

Position summary:       Assist with on site administration of Hoffman Construction safety program to maintain a safe and healthy work environment on the assigned job site.

Responsibilities:
1.      Conduct regular job site inspections of construction projects throughout Wisconsin and eastern Minnesota.

2.      Identify, document and recommend resolution of hazardous/potential hazardous conditions; follow through to insure corrections have been made.

3.      Assist with the investigation of personal injury and property damage accidents. Compile data, photographs, etc.; prepare all pertinent forms and reports per program procedures and federal, state, local regulations associated with accidents.

4.      Participate in OSHA required training.

5.      Ensure compliance with state/OCIP and federal regulations.

6.      Responsible for EHS regulatory reporting.

7.      Reduce workers compensation exposure through job site surveys, accident investigations and proactive accident reduction techniques.

8.      Act as liaison with State OCIP employees and health care providers to facilitate the claim process and Hoffman’s modified duty program.

9.      Oversee preventive maintenance inspections to ensure equipment is in good working order and is operating safely.
10.     Perform additional assignments per supervisor’s direction.

Heavy Highway Project Manager/Area PM Engineering Position

Position:       Heavy Highway Project Manager/Area PM (FLSA  Exempt)

Reports to:             V.P. Operations

Position summary:       Provide overall administrative and technical management on heavy highway construction project site from bid preparation through final acceptance by owner.  May be responsible for two or more projects in a geographic area.

Responsibilities:
1.      Assist estimating to assess scope of work and resources required to successfully complete project.

2.      Prepare complete job budget upon award based on estimate.  Assist in contract award including schedule, environmental plan, subs, etc.  Conduct detailed review of proposal specifications, drawings, takeoff information, contracting with Estimating at Job Kickoff meeting

3.      Supervise total construction effort to ensure project is constructed in accordance with design, budget and schedule.  Includes interfacing with client representatives, engineer representatives, other subcontractors, etc.  Implement company safety polices.

4.      Plan, coordinate and supervise onsite functions (scheduling, engineering, material control, and may provide day-to-day direction of onsite administrative staff in field engineering, crafts, etc.).

5.      Supervise craft employees and/or other subcontractors as required by the contract.

6.      Provide technical assistance, i.e., interpretation of drawings, recommending construction methods and equipment, etc., as required.  Initiate and maintain extra work estimating and issuance of change orders.

7.      Assume responsibility for productivity of crafts, efficient use of materials & equipment, and contractual performance of the project.

8.      Perform additional assignments per Supervisor’s direction.

SKILLS, KNOWLEDGE, QUALIFICATIONS, & EXPERIENCE:

Educational and experience include:  Four year engineering degree or equivalent combinations of technical training and/or related experience.  Minimum of eight years construction management, estimating, and/or craft supervision experience in similar facility construction. Thorough knowledge of all aspects of construction (technology, equipment, methods); craft agreements, jurisdiction, negotiations; engineering, estimating, schedules and safety required. Excellent communication, organizational and supervisory skills essential.  Computer skills required – thorough knowledge of word documents, spreadsheets, scheduling & estimating software.

COMMENTS: This position is normally one of independent project supervision on small to medium size projects from the initial bid to final completion of project.  Position has direct profit and loss responsibility.

Position summary:       Direct MN and Dakotas regional effort by providing overall administrative and technical management on heavy highway construction projects from bid solicitation, preparation, construction management through final acceptance by owner. Will be responsible for establishing regional office, coordinating with Estimating, V.P. Operations and Equipment for project needs.

Responsibilities:
1.      Assist in establishing & staffing MN/Dakota HCC Regional office in Minneapolis Metro/St Cloud, MN area.  Oversee staff including estimator, project engineer/manager, & accounting staff.

2.      Direct Business Development in MN/Dakota region.  Solicit bids, meet & establish relationships with large owners, oversee estimating process.  Coordinate bidding with Chief Estimator.  Prepare complete job budget upon award based on estimate.  Assist in contract award including schedule, environmental plan, subs, etc.  Conduct detailed review of proposal specifications, drawings, takeoff information, contracting with Estimating at Job Kickoff meeting

Thorough knowledge of all aspects of construction (technology, equipment, methods); craft agreements, jurisdiction, negotiations; engineering, estimating, schedules and safety required. Excellent communication, organizational and supervisory skills essential.  Computer skills required – thorough knowledge of word documents, spreadsheets, scheduling & estimating software.

COMMENTS: This position is one of independent regional management on projects of all sizes from the initial bid to final completion of project.  Position will continue & grow HCC efforts in Heavy/Highway & site grading projects in region.  Position has direct profit and loss responsibility.  The position will assist HCC in the continued development of work in the region and be the primary contact with regional owner’s representatives.

Heavy Highway Project Estimator Engineer Position

Position:       Heavy Highway Project Estimator (FLSA – Exempt)

Reports to:             V.P. Estimating

Position summary:       Prepare complete estimates for assigned project(s) of various size and complexity either directly or through subordinate personnel.

Responsibilities:

1.      Review and incorporate historical data from past job performance, subcontracts, productivity analysis reports, etc. into labor, equipment and production data.

2.      Review proposal specifications, drawings, attend pre-bid meetings,   etc. to determine scope of work and required contents of estimate.  Perform field investigations to include soil investigation, available material resources and cycle times, permitting requirements, etc.

3.      Prepare estimates by calculating complete takeoff of scope of work.  Break down items of work into crews and crew production.  Use of estimating software (Hard Dollar) to prepare estimates.

4.      Submit bids to owners with correct bid form and proposal guarantees.  Solicit subcontractor & DBE quotes. Compare subcontractor quotes and scope of work in preparing bid.

5.      Award subcontracts, material purchase orders, perform necessary steps thru contract execution (bonds, certificates of insurance, DBE & EEO requirements, etc).  Transfer computerized bid data (Hard Dollar) to internal accounting software (Viewpoint).  Maintain bid log & analyze for trends.

6.      Interface with owner and other subcontractors to provide engineering and cost data regarding project feasibility.  Facilitate transfer of project to Operations thru Project Kickoff meeting.  Work with Operations to buy out estimate of labor, equipment, and productivity budgets.

7.      Site visits to awarded contracts as assigned – may include estimating extra work items, change orders, credits; procuring material, verifying scope and method of work, etc.

8.      Review annual equipment ownership & operating costs to establish internal bid rates.  Forecast booked work effect on labor & equipment needs.  Assist in business development by soliciting bids, participating in professional groups (AGC MN, WTBA), etc.  Perform additional assignments per supervisor’s direction.

SKILLS, KNOWLEDGE, QUALIFICATIONS, & EXPERIENCE:

Educational and experience requirements include: 4 year engineering degree or equivalent combinations technical training and/or experience.  4-7 years estimating, cost control and/or engineering experience related to similar facility construction.
Advanced knowledge of estimating techniques and cost control, plus ability to interpret computerized cost data and systems essential.

COMMENTS: Minimum supervision provided when preparing routine proposals.
Knowledge of multiple disciplines may be required.

Fall Railroad Courses

CE4404 – Railroad Engineering

This 3 credit course (approved technical elective for CE and ME students) provides an overview of basic elements and roles of rail transportation, history, organizations and economics, safety, intercity and urban passenger rail, freight operations, track-train dynamics, signals and communications, motive power and equipment, track components, construction and maintenance. Course objective is to gain the basic understanding of railroads as a transportation industry. It will approach the subject from a multi-disciplinary perspective, merging fields within and outside engineering to create a complete package.

CE 5408 Public Transit

An exploration of  public transit that includes history, government policy, user characteristics, urban contexts, market behavior, level of service, sustainability, funding and financing, transit modes and technology, route and alignment planning, operations, facilities design, construction, and future trends. Some of the topics are based on the interests of students.
