Research Title: Decision-Science for a Circular Economy

The position is in the Applied Economics Office (AEO), a part of the Engineering Laboratory (EL) at NIST, which provides economic products and services through research and consulting to industry and government agencies in support of productivity enhancement, economic growth, and international competitiveness, with a focus on improving the life-cycle quality and economy of constructed facilities and manufacturing processes that support social and economic functions. AEO is integrated within EL’s major research thrusts. AEO delivers high quality research and tool development that informs and assists stakeholders in their decision-making processes.

The work will entail:

We are seeking an experienced post-doctoral researcher to produce rigorous, publication-quality research on consumer perceptions and preferences in two projects that focus on the circular economy. This role requires deep expertise in advanced survey methodologies, experimental design, and statistical modeling. The ideal candidate has a strong research publication record and experience managing large-scale surveys data. The two projects the post-doctoral associate will support are focused on consumer preferences for battery electric vehicle information and consumer preference for circular plastic products.

Key responsibilities will include but are not limited to:

  • Design and implementation of quantitative research studies, including stated preference surveys and conjoint experiments.
  • Apply advanced discrete choice models, latent class models, clustering techniques, to uncover heterogeneous preferences and segment-specific insights.
  • Translate complex statistical outputs into clear, decision-relevant metrics such as willingness-to-pay, demand elasticities, and adoption likelihoods.
  • Ensure analytical rigor consistent with peer-reviewed academic standards.
  • Author and co-author peer-reviewed journal articles, conference papers and technical reports.
  • Work collaboratively with an inter-disciplinary team of researchers.

Qualifications:

  • Ph.D. in Economics, Engineering, or a related quantitative field
  • Experience conducting applied survey research and quantitative analysis
  • Demonstrated expertise in:
    • Survey design and implementation
    • Conjoint analysis and discrete choice modeling
    • Segmentation and clustering methods
  • Strong publication record in peer-reviewed journals
  • Proficiency in R and statistical modeling tools (e.g., Mplus, SPSS); experience with GIS or visualization tools is a plus
  • Experience coding surveys in survey down or similar open-source survey tool
  • At least 3 peer-reviewed publications
  • At least one first authored peer-reviewed publication using survey data
  • Excellent writing and communication skills
  • Self-driven and capable of working independently with minimal supervision

Initial activities will include evaluating consumer preferences for product labeling and demonstrating the benefits and costs of alternatives.

The position is in the Applied Economics Office (AEO), a part of the Engineering Laboratory (EL) at NIST, provides economic products and services through research and consulting to industry and government agencies in support of productivity enhancement, economic growth, and international competitiveness, with a focus on improving the life-cycle quality and economy of constructed facilities and manufacturing processes that support social and economic functions. The objective of this role is to support community resilience planning through the development of methods and tools that evaluate the economic impacts of disruptive events and persistent stressors, while accounting for stakeholder perceptions and associated decisions related to future event uncertainty and co-benefit (co-cost) valuation. There will be special focus on criteria and methods to improve the resilient performance of structural systems in the built environment while maintaining cost-
effectiveness and supporting community-defined objectives in addition to resilience. Additionally, this researcher will work on the Hurricane Maria Investigation and Supplemental project on Hurricane Fionia and their impact on Puerto Rico.

We are developing the next-generation photonic integrated circuit (PIC) based ac-dc voltage transfer standard (PTTS). This chip-scale device combines a conventional ac-dc transfer standard technology and ultra-sensitive nanophotonic thermometry. By leveraging recent advances in nanofabrication, photonics, optical frequency metrology, and ac-dc difference measurements, the PTTS chip aims to exceed the metrological performance of conventional thermal transfer standards and overcome fundamental limitations of legacy technology.
Our research spans two complementary domains:
1. Integrated photonics: Design, fabrication, and characterization of novel PIC-based devices for sensing applications.
2. Optical frequency metrology: Development of new optical read-out strategies based on laser locking, spectroscopy, and frequency comb-based techniques for high-resolution optical readout and robust measurement solutions for the field.

We are looking for a computer scientist (US citizen preferred) to join our team in researching the performance and efficacy of machine learning and artificial intelligence (large language models – LLMs) across a variety of both research-oriented and public-facing software applications using standardized science-based metrics. The initial focus is on developing LLM-based outputs, and comparing their performance relative to manually developed outputs, including drafting annotated bibliographies and literature reviews, writing code, web applications that incorporate LLMs to enhance capabilities, and LLM-based web applications.

The ideal candidate will have a strong background in integrating LLM APIs, React, and front-end programming, and will be responsible for transforming models into usable APIs or integrated tools for production. They will also be responsible for monitoring, troubleshooting and enhancing model efficiency and scalability. The candidate should also be well versed in handling data preprocessing, and analysis for model training. The candidate should be aware of various prompt engineering techniques,
implementing intelligent prompt caching (e.g., Redis), understanding of vector stores (e.g., Pinecone), and efficient token management. The candidate should have knowledge of implementing AI security protocols, including guardrails and techniques to prevent prompt injection. We are looking for a life cycle assessment (LCA) expert (US Citizen Preferred) to join our team in evaluating materials and engineered systems using life cycle system science. The position will collaborate with NIST researchers and NIST’s external collaborators in a variety of topics relevant to their work including economists, engineers, and scientists – connecting LCA to fundamental research, life-cycle analysis, and decision support tools related to activities across a range of research topic areas: building and infrastructure, energy, circular economy, resilience, and decision science. Initial activities will include developing and updating of LCA models for a variety of construction materials and building systems, semiconductors, microelectronics, and emerging technology recovery pathways, and engineered direct air capture technologies that will be published and maintained in repositories on the Federal LCA Commons.

Key responsibilities will include but are not limited to:

  • Review, assessment, and improvements to NIST’s existing LCA data models and decision support tools
  • Identify, quantify, and prioritize data gaps in product categories of interest to NIST
  • Maintain and expand the Construction Materials and Building Systems repositories on the Federal LCA Commons
  • Automate LCA model development workflow for transparency, repeatability, and efficiency

NIST’s Engineering Lab (EL) Systems Integration Division, Life Cycle Engineering Group is seeking a researcher in product design for microelectronic circularity. We are expanding our research to develop ways of maximizing the value of U.S. microelectronics and semiconductors based on principles of circular economy. Microelectronics are valued for their processing capabilities and the materials that they contain. Our team, together with our external partners, is developing new practices for design that will better enable recovery.

The design research aspects of the work explore new ways to integrate circularity assessment into the design of products containing microelectronics. We are developing new metrics and measurement methods to allow designers to assess and plan for the recoverability of these complex products. Additionally, this work focuses on the identification of information and data needs to provide decision-support to consumers and enable end-of-life stakeholders (recyclers, municipalities, waste managers, infrastructure providers) that improve the volume of valuable microelectronics to be recovered.

The methods developed in this work will be used to inform future product design and may be a basis for corporate or open standards. We will drive the state of the art forward with advanced techniques in life cycle assessment, simulation, and AI- and data-driven design. Results will include a suite of decision support tools (metrics, models, and published research) and new standards to improve recovery outcomes, thereby strengthening supply chain resiliency via new material sources, and enabling stakeholders to respond dynamically to material availability challenges in the future.

We seek experienced research candidates with a background in products design, micro and nano engineering, and/or supply-chain interoperability, and a Ph.D. (preferred), M.S. and/or related experience with a record of research in peer-reviewed publications. US citizenship needed.

Key responsibilities will include but are not limited to:

  • Conduct a landscape survey documenting the state of the art in chip and microelectronic design, including existing efforts for reuse, recycling and refurbishment and current methods to quantify financial and environmental impact
  • Partner with stakeholders in the semiconductor ecosystem to develop and test fit-for-purpose recovery metrics
  • Outline best design practices for circular and sustainable microelectronic products and support the development of documentary standards to disseminate findings
  • Integrate end of life data with computational design to enable better recovery outcomes for microelectronics
