The Department of Natural Resources (DNR) has an exciting opportunity within our Washington Geological Survey Division as a Surface Mine Reclamation Specialist, Environmental Specialist 3 (ES3).

Are you a geologist or natural science professional looking for an opportunity that will help contribute to protecting the environment and also ensure a thriving mineral economy throughout Washington state? The Washington Geological Survey’s Surface Mine Reclamation Regulatory Program administers the Surface Mining Act (RCW 78.44), and we’re looking to hire two Surface Mine Reclamation Specialists (Inspectors) for central and northeastern Washington. These positions are critical to help ensure surface mines in Washington state will be reclaimed to a well-vegetated, stable, and naturally draining condition, to provide the greatest practical degree of environmental protection, and to prepare the sites for their future use. Each inspector is the subject matter expert for surface mine reclamation permits in the coverage area, providing technical assistance and support to permit holders in partnership to achieve compliance with permit conditions and all applicable laws and rules.  We are seeking candidates with solid geological skills suitable for a role that requires self-direction, practical time-management skills, and excellent verbal and written communication skills. This is mainly a field-based position, with intermittent telework and office work required. Most of the permit site inspections will be relatively easy to access (although some may require long driving times or occasional overnight travel) and performed in conjunction with a permit holder and/or consultant, although the candidate must be willing to periodically work long days, alone, and in remote areas. The Program is set up to accommodate its Inspectors to live within the geographic areas for which they are responsible, to minimize the need for overnight travel. However, as noted above, some overnight travel will be required.

Duties

Responsibilities:
Surface Mine Reclamation Specialists (Inspectors) are responsible for inspecting surface mines for compliance with the Surface Mining Act (RCW 78.44) and its associated rule (WAC 332-18), as well as the approved reclamation permit and plan, and evaluate and adjust performance securities to ensure Department liability is mitigated. Inspectors respond to requests for technical assistance with permit holders, miners, their consultants, and the general public to address various issues at mine sites and oversee compliance actions. They also collaborate with the Program’s Regulatory Geologists, Assistant Director, and administrative support staff in preparing and delivering enforcement actions. This work is critical to program function and to achieving compliance, protecting the environment, and establishing final reclamation site conditions appropriate for a site’s approved local jurisdiction’s subsequent use.

Qualifications

Required Qualifications: 

  • Bachelor’s degree in geology, engineering geology, hydrogeology, or related field;
    OR an equivalent combination of education and/or experience. Experience to include mining- and reclamation-related field experience, including the identification of slope stability and erosion hazards and hazardous mineral potential.
  • Proficient with Microsoft Office software to produce reports, letters, and other documents.
  • Proficiency with GPS, clinometer, Apple iOS, rangefinder, and other equipment needed for field inspections.
  • Experience using ArcGIS.
  • Knowledgeable in geologic principles and processes, especially in relation to mining activities.

Special Requirements and Conditions of Employment:

  • This position requires: Field 75%, Office 25% with the ability to work in uneven terrain, in all weather conditions. Mine inspections are conducted year-round at active surface mines. SMRP Surface Mine Reclamation Specialists are expected to walk the mine site to inspect for compliance with RCW, permit, and perform a preliminary evaluation of slope stability issues.
  • This position requires occasional (up to 4 times/month) overnight travel within the area of coverage or to trainings/meetings in other regions within the state.
  • A valid, unrestricted driver’s license and two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

  • License to practice geology, engineering geology, and/or hydrogeology in Washington state (LG/LEG/ LHG).

About the Role: 

As a Mine Engineer, you will need to have strong technical skills, leadership abilities, and teamwork spirit. Responsibilities: 

  • Assist in the development of a world class underground asset from current state through to full Longwall operation. 
  • Produce mine designs, schedules and costing using available geotechnical data, to be used as the basis of accurate forecasts and budget models.  
  • Update mine forecasts and produce weekly and monthly plans for production. Provide daily, weekly, and monthly updates on progress compared to budget / plans. 
  • Closely monitor lead days for CM production compared to anticipated LW production. 
  • Work with various groups at the mine site to develop capital plans for budgeting purposes and help manage capital projects that occur at the site. 
  • Oversee environmental activities at site to ensure that regulations are followed, and that data is gathered for various required reports, such as GHG emissions. 
  • Perform site audits to help ensure facility compliance related to insurance needs and asset protection, such as fire protection, and structural integrity. 
  • Work with Geology group to assist in gathering data, such as channel samples, and to help oversee corehole drilling. 
  • Work with mine management to consider mine infrastructure needs, such as pumps, electrical installations, fresh and discharge water systems. 
  • The above duties and responsibilities are representative of the nature and level of work assigned and are not necessarily all-inclusive.  

Who You Are:  

  • Bachelor of Science degree in Mine Engineering and 1-3 years of experience, or a related field with equivalent experience. 
  • Underground mine scheduling and design required.

  • Must be able to stand for long periods of time on uneven, rocky surfaces.

  • Will need to walk through different sections of the mine with different amounts of clearance and headroom. 
  • Walking ability will be based on SCSR emergency evacuation plan required and approved by MSHA. 
  • Must be able to wear the required protective footwear, hearing and eye protection, and other personal protective equipment as required by Company and MSHA. 
  • Must be able to bend or stoop for a full work period because of mine height.

TRC is seeking an Environmental Engineer, Geologist, or Environmental Scientist to join our growing Engineering and Remediation Practice in Birmingham, Alabama or Atlanta, Georgia. This position would be part of a skilled team that works closely with Project Managers and other technical leads performing due diligence, construction/remediation oversight, process, industrial compliance and other environmental engineering activities, including field inspections and sampling.  We are looking for an enthusiastic, flexible, and personable individual with an eye for detail, a willingness to learn, and a desire to be part of a growing and high performing team.


Responsibilities

  • Perform a variety of field work including environmental assessments, investigations, site inspections, sampling, and subcontractor oversight;
  • Scheduling and oversight of utility locating, geophysics, excavation, driller, and construction subcontractors;
  • Geologic and hydrogeologic interpretation from soil borings, excavations, trenches, and monitor wells;
  • Data analysis and report preparation support;
  • Engineering design and calculations;
  • Preparation of permit applications and compliance plans (e.g., SWPPP, SPCC, etc);
  • Assist with proposal development, including preparation of work scopes and budgets; and
  • Work in a team setting with project managers and other team personnel.

Qualifications

Requirements:

  • Bachelor’s degree in engineering (civil, chemical, or environmental), geology, or environmental science from an accredited university.
  • 3 – 5 years of consulting or industry experience.
  • Excellent verbal and written communication skills.
  • Must possess high safety awareness and be willing to adhere to all aspects of TRC’s rigorous behavior-based health and safety programs.
  • Proficiency with Microsoft Office tools including Microsoft Word, Excel, and PowerPoint.
  • Ability to learn through on-the-job experience.
  • Working knowledge of health and safety practices.
  • This position will require field work and travel, as well as early start times or weekend travel.
  • Must be willing to accept short- and long-term field assignments.
  • Qualified applicants who are offered a position must pass a background check, a pre-employment substance abuse test and a company physical exam (indicating that there will be no restrictions for field activities or use of a half-face respirator).
  • Possession of a valid driver’s license.
  • Eligibility for or in possession of EIT/GIT certification
